KC Safety for Children product certification is to ensure the safety for the usage from kids until 13 years old. This regulation is similar to CE Toy Safety Directive, CPC in the USA. Most products used by children are in the scope.

Children product certification classification
Depending on the level of risk such as fire or electric shock, products are classified into three categories: Safety Certification, Safety Confirmation, and Supplier’s Declaration of Conformity.
- Safety Certification: Audit + Product testing
- Safety Confirmation: Product testing
- SDoC: Product testing from the designated laboratories or self-test report
Audit
Audit is only applied to Safety Certification.
KC Safety Certification is a factory basis. The audit will be done to the factory. For foreign factories, the CB(certification body) uses the 3rd parties or they will do by themselves for Chinese factories.
This is based on ISO 9001. The factory shall prepare the quality processes and the relative documents.
- Procedures for Inspection and Testing Activities (including import inspection, in-process inspection, final inspection, and self-inspection) and related records
- Inventory of Inspection Equipment, Calibration Certificates, and Functional Inspection Procedures
- Nonconforming Product Control Procedures and associated records

- Internal Audit Procedures and records related to the quality system for the production process

Exemptions
- Where the relevant product is manufactured or imported for research and development, or for export;
- Where the relevant product is manufactured or imported for display at an exhibition or expo;
- Where the relevant product has been safety-certified by a foreign safety certification institution publicly notified by the Minister of Trade, Industry and Energy; (Currently there is no one.)
- Where the relevant product has been certified under Article 15 of the Industrial Standardization Act; (KS mark)
- Where the relevant product is recognized as having passed product inspection or factory inspection conducted by any domestic or foreign institution, with which a safety certification institution has concluded a contract for mutual recognition pursuant to Article 17 (10); (Currently there is no one.)
- If the manufacturer or importer has received confirmation from a safety certification body that the children’s product is the same model as a previously certified product.
FAQ
Will I be exempt if I get another foreign certification like CE or CPC?
Unfortunately, no foreign certifications can be approved for consumer products.
Do I need Korean importer?
You can get the certificate by the name of a manufacturer, or a Korean importer.
